Lifecycle states

Accepted	Azure accepted the requested lifecycle action	No
Succeeded	Azure completed the reported resource action	Not necessarily service-ready
Failed	The current create or delete episode failed	Yes for that episode
Deleting	Deprovisioning is active	No
Deleted	The managed application is absent	Yes

The managed service can continue readiness checks after ARM reports Succeeded. Treat the application as ready only when authoritative endpoints, health, access, and the documented readiness result are available.

Repeated or delayed events are an implementation concern, not a reason for a customer to create duplicate applications or edit managed resources.
